Expansion help / insight

We are runnnig an online historical league and we just hit 1992-93, where the Rockies and Marlins joined. As we creep closer towards the start of Spring Training there's a growing concern as neither team has any minor league affiliates yet. Does the game create these on their own, and if so, when? I simmed up to the regular season to see if they would be created at certain waypoints (preseason, spring training, draft pool announce, opening day...), but nothing up to that point.
I understand we can manually create the teams, but I don't want to do that if the game will eventually auto-create. Just haven't dealt with a historical expansion prior.
Any insight or help would be greatly appreciated, as I haven't been able to receive a firm answer anywhere, yet.
