Overalls Out of Whack?

Something has gone haywire with my league's overall ratings (potential and current) and I don't know how to fix it. Any ideas?

I don't remember it ever being so bad pre-OOTP23. The only clue I have is it seems to over-rate prospects, but only some. It loves young catchers and some randoms throughout the league. I ran "Run Full Re-Scouting", but it hasn't helped.

Notice my catchers in AAA (I have similar examples in AA and A), their overalls are quite high (77, 66), yet their base ratings don't scream burgeoning star. And with my top 2 catchers in the majors, their ratings are significantly better and they perform well, yet their overalls are lower (43). And strangely enough, my 3rd catcher (I use a 27 man roster), who is not as good offensively or defensively as the other 2, has higher overalls than them (55), but he is only 22 (yeah, I should probably demote him).

But what finally got me to post this was the difference between my CF and some random CF. I was looking at the Positional Rankings around the league and I saw that we weren't ranked #1 for CF anymore. "Oh, wow", I thought, "I should check out whoever this is, he must be some new superstar who's recently blossomed". Who is it? Well, it's Todd Mical. Who? Yeah, who. The guy can play defense and he's gotten off to a great start offensively, there's no question about that, but look at those batting ratings! And his overalls are 80 and 80? I've got 5 or 6 CFs in my minors alone with better batter ratings. My perennial MVP contender Johan Laporte only has 77 & 77. What gives? Changing Scouting Accuracy to 100% improves Mical's base ratings a little bit, but his overalls don't go down at all.

As you can see below, my AI evals are 50,30,15,5 so stats are not outweighing ratings, they both equal 50. My scouting and rating settings are all pretty standard I think (also below). My scouting director (below as well) isn't great, and I'd upgrade him if I could, but he's not terrible either (I do find it curious that the scouting director's player valuation does not include ratings, shouldn't it?). What else could it be?

Yeah, I wondered that and checked it, but it's still set to the main league like it always has been.
