Why Is My Game Time Not Right?

So i transferred my saves to a new PC and re-installed 23 thru Steam. i did not notice this in my other save but i do not edit the schedule manually. How do i get my game time to be EST?

That image with the Default Time Zone looks like a drop-down which you can click on to choose your time zone?
