Help with custom world_default.xml

So I've been playing around with Nickphillies' Pokemon Quickstart, and trying to add the Paldea region to the game, as well as removing "real world" nations.

I'm pretty comfortable with XML, although this is my first time messing around with the world_default file. When I replace the world_default.xml with my custom file, OOTP24 doesn't seem to know about any countries at all. There's no error message, so it doesn't seem to be malformed XML, just...no nations. If somebody could take a look at my xml file and see if I'm doing something wrong, I'd appreciate it.

Have you re-imported the XML file after making your changes?

Game Settings --> Database --> Database Tool dropdown.

The screenshot in my original post is actually when creating a new fictional save from the main menu immediately after loading OOTP.

The dropdown you mentioned is only available when a save is already loaded - but I tried that too just in case, and the world is blank after doing that (although I do have a backup so it's no big deal). But at least the behavior is consistent - no error, but also no data gets imported.

Second question - looking at ETHN_PCTS...I get that the higher a number means that ethnicity is used more often, but what are those numbers relative to?

In a lot of cases, the ETHN_PCT numbers add up to 100 which makes sense. But the numbers for the US add up to 3256, and Puerto Rico only has one with a value of 90. Can somebody explain what these numbers actually mean?

I'm pretty sure they are just relative to each other. It's probably easier to think of them as weights. If they are all the same, each ethnicity has an equal chance.

And honestly, ethnicity isn't even the right term. They are simply name-sets (along with info on what facegen percentages to use).

The second nations entries, on the other hand, are real percentages. With the remaining percentage indicating the percent of players who have no second nations.

Weights make sense, and it's kind of what I figured it would be. Main thing is that I wanted to confirm that they don't necessarily have to add up to 100 like the second nations do. I mean, it's pretty clear that they don't but...
