IAFAs Go to Free Agent Pool

What are some reasons a player I put in a team's International Complex ends up back in the FA pool after simming?

Context: For two offseasons, my online league has held an IAFA Draft.

I manually place IAFAs in the ICs for the teams that draft them, but when I sim, some of those IAFAs get dropped into the FA pool. I move them from the FA pool to the IC and again, some of them end up in the FA pool once I advance the league. I do this every sim until, eventually, all of the IAFAs stay in a team's IC.

This happens even if a team has spots open in their IC. I can't find any rhyme or reason for why some team's IAFAs stay in their IC and why some get tossed into FA.
