Scout Nation not available?

I go into the explore world screen and I am able to assign scouts to Panama and Canada. However I go into other nations such as Cuba and the DR, and the button for scouting is not even there. Am I missing something?

You can only scout nations that do not have a league based there. Are there leagues in Cuba and the DR in your world?

I knew there had to be a good reason! Thanks - yes - I have all the leagues turned on.
