Leagues with no financials

I set up a universe with a couple of leagues in it. Neither league uses financials.

While simming, I noticed a few news headlines. "So and so signs with such and such for 2.5 million" and such.

Are the leagues actually using financials against my wishes, or is this just the way teams claim free agents? If it is the latter, can it be changed to just say 'Team x claims player y on June 17th' instead?

That'll be fixed in the first patch.
