Problem with BUDGETS of teams.

I have a salary cap, I clicked the option that owners do NOT have a say over the budget, as teams should spend as much as they can. However, I am still being forced into a budget. Why?

Markus got a fix for this in the next patch due soon. I believe this is the same as what others were seeing with teams getting up in the billions in cash after a few decades because the AI wasn't spending and the player AI wasn't considering the economic climate of the league when negotiating.
