No Shop Player Option

I was offline for a few days as I moved, but I was wondering if anything has been resolved with the shop player problem. I have noticed you have it and it goes away then next season it reappears. I have all the trade options on and have simmed the day because it only allows 3 per day. I started a brand new league and it isn't available period.

Does the shop player option only disappear after the trade deadline? When you started a new league, were you acting as the GM of a team?
