Team Control Setting

I searched and did not find an answer to this question.

I am in the Manager Option Page and I am looking at the Team Control Settings
I am also looking at the in game help screen and herein lies the problem

The In game help says that there should be 7 options IE:
1.Setting Lineup/Depth/Pitching Staff
2. Roster Moves(Demotions, Promotions, etc.
3.Transactions(Signing, Releasing Players)
4. Minor League Signings/Releases ******
5. Minor League Promotions/Demotions *****
6. Minor League Lineups.Depth/Pitching
7. Initiate and react to trades

The problem is that the game only shows
Minor League Transactions instead of then being seperated like #4,#5

I want the ability to control or not control #4,#5

Is this a glitch

No, this is just a case of the manual having overcaught the game and describing the screen as in Patch 2 (9.1.0) which can now be downloaded.
