Recalc- when does it happen?

I'm running an historical league in 1942.
What date in the off-season does recalc take place for the new upcoming season?

Hmm. My league recalcs between the end of Spring Training and Opening Day every season so far. Did so again this morning.

Do you have scouting on and scouting set to season start and end? If so, then you aren't seeing recalc, you're seeing rescouting.
