Scouting Players

I started a major league game with 2013 rosters and am now in year 2019. I have scouting enabled, an above average scouting budget, and a scout with Outstanding to Legendary ratings. The countries in my scouting list are all 4 or 5 star. Over the 6+seasons my scout has found 50 or so hidden players, but NEVER has one had a potential better then 20. Is this considered "game normal" or am I missing something?

I haven't had any international prospects with great potential either. It might nit be a bad idea to pick up a couple of guys to see what happens.
