Create-A-Player?

Pardon me if I'm incorrect, but is there an option to create your own player? If so, where can I find it, and in what modes are they applicable in?

League Transactions, Free Agents, under the Available Actions tab, Create Fictional Player(s)

Should work in any type of game...

Do you have a manger with commissioner powers? You probably cannot see it because you are not in commissioner mode.
