New to Game Questions for OOTP veterans

I asked a series of questions (most of which have been answered). However, I still have two important questions I'd like to inquire about further.

#1: With regard to AI evaluations: What percentages are suggested for the weight given to rating / current yr stats / prior yr stats? Can you explain your reasoning? What I'm looking for, is the AI to generally play the player who will likely perform the best presently (which I assume is based on ratings) rather than give much notice to statistics. Meaning: Just bc a great player is slumping and his stats are down to start a season, I dont want the AI benching him/hitting him down in the order when his "ratings" state otherwise. However, with scouting on, I want them to take at least some notice to stats just in case the scouting report is wrong. Thoughts on this?

#2: With regard to the Minor Leagues, (using the Chicago Cubs as an example) the drop down team list is as follows:

Iowa (AAA)
Tennesee (AA)
Daytona (A)
Kane County (A)
Boise (Short Season A)
Chicago (VSL)
Chicago N (DSL)
Chicago N2 (DSL)
Mesa (R)
International Complex

-I imagine VSL/DSL are Venezuelan and Dominican Summer leagues...however, is there a reason they are ranked ahead of "Rookie" league in the drop down list?

H-ow should the VSL/DSL teams be used? What is the difference between the DSL/VSL and the International Complex?

-Is it suggested to promote the International Complex players to the VSL/DSL leagues? Or do the VSL/DSL/International Complex players generally all get promoted to Rookie?

I'm still new too, but I think i can answer part of your question. VSL and DSL are rookie levels. I believe it places chicago (VSL) at the top because it;'s first alphabetically for the rookie leagues. Same for A and A advanced. The game considers them at the same level and will order them alphabetically. For this reason, I see no need to have multiple rookie leagues, summer leagues, and A leagues. My minor system is simple. AAA, AA, A, A S, and R.

I think the int. complex is used just as a reserve roster. I prefer to put my top complex guys in rookie ball.

I'll leave your first question to a more expirienced player.

A new international free agent goes to the complex until he turns 20 (or you can promote him sooner, if you like). They will develop some there, and it doesn't count as service time.

R/VSL/DSL are all equivalent in OOTP. In real life they're different -- Spanish speaking players often go to VSL/DSL -- but not in OOTP. jpeters is right, they're just listed alphabetically.

I would, personally, not promote a guy who's under 18 to the rookie league. Let him season a bit.

However, a caveat I have - with Scouting on - Does the AI receive "incorrect scouting reports" like a human player does? Or does the AI always "know" the true ratings? If the AI DOES receive inaccurate information from a scout, then stats are somewhat important.

Thoughts on this? What percentages have you found that work best for the AI to play/acquire the best players on a consistent level?
