Scouting
Just wondering what is the most important thing i should look for when hiring a scout? a hired a scout that is excellent across the board, but his opinions conflict greatly with the ootp scouting..sometimes 1 star vs 4 when it comes to potential. I am also wondering why the only available personell seems to be Mexican? Not that I have a problem with that of course but I'm just curious. I'm also wondering how important the star system is altogether. I'm a very casual baseball fan but getting into it more thanks to this game, and the stars are really the only way i have to know if anyone is half decent.

Lots of previous posts about difference in OSA scout verse teams scout, your guy has spent more time looking at a player.
Don't focus solely on stars or potential, look at individual skill ratings and get guys that fit your style, I.e. speed, or power, or great defense range.
