Players improve at their positions with regular gameplay, yes. Coaching quality is a factor, and maybe the biggest, but there are others, such as work ethic and intelligence, team leadership, etc. Also, there is the player development budget. Finally, there is the consideration of your scouting quality - you're talking about ratings, which is subjective and prone to error.
You're playing an historical game, I gather. You should be aware that there is an option in the game to turn off player development and to base ratings purely on actual historical performances. The manual talks about it but has not been updated as to where the option is located, so I showed it below.
