Question about how leagues are sorted

I'm not 100% sure on this and I'm not trying to confuse anybody, but I do remember in 15 how Independent Leagues were listed after Major Leagues (MLB to be exact) and any unaffiliated minor league levels not tied to a league (which are none). After that, they were sorted by International, Winter, College, and High School leagues.

In 16, however, I see Independents are now listed after International Leagues. How are these leagues sorted compared to 15? In 15, the Indy leagues were sorted alphabetically (Don't quote me, I think this is right), but the Int'l leagues were sorted I THINK by the PCMs by the league, as well as WL's, COL's and HS leagues being sorted the same as well. IIRC, I remember Nippon and Korea were always 1-2, then in some order it was Mexico, Cuba, Taiwan, Netherlands, and Italy. Same for collegiate leagues, with NCAAD1, D2, JUCO, NAIA, and D3, respectively.

I noticed the difference within my European Quickstart that the leagues are no longer sorted by power but an odd order: a league with a balanced .500 is not first, and a league with .178 is third, followed by a league with .380 is right behind it at #4. Are they sorted now by reputation or...? If so, should I lower the reps of all my European leagues anywhere between 3-0 that are not Honkbal, Italian, and my fictional Israeli leagues?

Just curious if a screenshot would be helpful to anyone. Kinda awkward when I have to scroll WAY down to see some leagues compared to last year.

Idk. I noticed they don't sort by .pcm's anymore, which I don't like. Will probably log this as a bug at some point.

I first noticed this when I imported a game from 15. I thought it was an import bug and would change when I restarted. Glad I'm not the only who noticed it wasn't sorted by PCMs anymore.
