Under the draft settings, what does this mean?

"Use pre-defined draft value for the AI"

It applies to any league where you're drawing players in from the historical database (or the master.csv file in the stats folder if you will). Every player that has ever played the game so far between 1871 and 2014 has been given a draft rating. I believe it's based on what the player did over his career as opposed to where he's at when he enters the game, but someone who knows better can help with this. This draft rating is meant to help the AI draft in a better, more competitive fashion, to give the human player more of a challenge. It does not apply (for obvious reasons) to fictional players. You can check out every players pre-defined draft value by opening up the master.csv file in Excel or Open Office or whatever spreadsheet program you use. Or you can just let it play out as you would normally.

It's also used for future drafts..ie 2015, 2016 etc. for draft eligible players.
