Feeder League Setup Question

For my 24 team league with 3 levels of minors I have calculated the following using the feeder league guide on the OOTP wiki:

Draft rounds should be 5 x 3 = 15

Feeder teams = 24 x 15 / 6 = 60

I plan to have a college and high school level of feeder, so do I need 60 teams at each level or 60 combined?

60 combined would be what I go with.
