League Expansion Problem

Im 4 years into my league and the season just finished. The league automatically expanded by 2 teams, which is fine. However, when I tried to advance to the next day, it won't let me, saying there are an invalid number of players on one of the expansion minor league teams (0). I'm not in commissioner mode so I should only have to deal with my own team, but it just keeps telling me that. How should I fix this?

Go to leave settings and click the the option to fill teams with fictional players or have allow ghost players checked off

To me it sounds like the expansion draft hasn't been completed yet (unless it is disabled).
