Problem/Question about reserve rosters and no foreigners

Is there a way to prohibit the signing of foreign players to reserve teams for leagues that already prohibits foreigners? These teams will sign players to their reserve teams but will never be able to play them.

I'm not sure WHY it works, but I was told to dump all players from the roster and have a draft; it seems to correct that problem. Unfortunately this may not be useful in your situation.
