Negative Development - Where Does This Reside?

I've noticed players in historical leagues can be tagged with negative development, even when they have many good seasons of real-life stats still to come, and once this happens, however they recalc each season, before long their ratings each season will deteriorate badly. Does anyone know how/why this happens, and where in the game (OOTP X) it is being "saved" from one season to the next? (I can find nothing when I check under Editor that would indicate a development tendency for players.)
