Preventing expansion teams from signing players

How can i prevent expansion teams from signing players without using the expansion draft as a work around. I have trades and financials off. I release players to the free agency pool and i intend to assign them to the correct team. Problem is that the expansion teams sign players as soon as the teams are created. Is there anyway to prevent expansion teams from signing players. Assigning managers wont work cause the players are signed before i can even look at the team. I cant release players later cause the players are being released from folding teams. There should be time to edit expansion teams before they make a transaction.
