How do I create a country?

I thought I've seen this done before, but I am just wondering if it's possible to create a new baseball-playing nation online and put it in a fictional league. If anyone knows how to do this, then please, let me know.

I think I might have seen someone do this with Westeros in another thread, but it was a long time ago and now I can't find it
