Question about multiple leagues

My first time playing was OOTP16, and I just used modern MLB with my team and for whatever reason didn't ever turn on the existence of other leagues (***, KBO, etc.). If these leagues are turned on and all of the players in these other leagues exist, do they become available through posting or whatever else to play in MLB?

Players from *** and KBO can be become available as long as you enable the posting system under league settings. Cuban players can also defect if you allow free agents to leave the Serie Nacional de Beisbol.

I have my *** players set to become FA and they go to MLB after the standard 9 yr or so. I do not have posting turned on.

True, but I'm talking about the high-quality players that get posted by *** and KBO teams.
