Phantom contracts and roster management movement

So in my 1976 league, I simmed one year to get to the end of the season and take on the Seattle Mariners expansion team. I took over the team and made offers to FA that were all minor league contracts. The expansion draft seemed to go fine (surprised some of the players that were available like Ron Guidry). Anyway I am getting phantom AI moves for my team. I have seen contracts offered to players that I did not do and roster movement from my minor league team (Bellingham) to the MLB roster. Any free agent offers that show up offering MLB contract was not done by me and I have checked to make sure settings in my GM area are not delegating any duties. I will try and attach the file but am not very sophisticated on finding the right file

Jeff Burroughs who was a type A free agent has just signed a 5 year minor league deal with the Salem Senators of the NWL (class A rookie league). His demand was $500,000 per season. In the announcement it says that Salem signed him to a 5 year $2.7 million deal but in the contract under the player it just shows it as a minor league deal. Apparently the contract was then purchased by the Pirates, so I guess it was the Pirates who did the signing but the announcement in the news was Salem signed him.
