Oakland A's have no extra money to start season

Just bought the game yesterday and started a new mlb 16 game as the Oakland A's. I find it weird the A's literally have no extra money to sign anyone. I got to the draft and there's zero money to sign draft picks. I have not traded, signed or cut anyone so far. I understand that perhaps the team is close to their budget limit, but I find it hard to believe they wouldn't have a little money set aside to sign draft pick, especially since they are picking high. Is is possible to look into this? Thanks!

You can manually edit this in the team setup (need to be in commish mode).

I think this is feature as intended. I'm sure MLB insisted on its inclusion. Not sure why Cleveland has some money though....
