International Amateur Free Agents Budget

I have my International Amateur FA budget set at $4,000,000. With this INCLUDED in the budget projection, I barely am projected to be over budget (~$100,000 in the green).

I have been able to offer a $50,000 signing bonus. However, when I try to offer a $2,000,000 signing bonus, my owner will not let me. However, the $2M is less than my International Amateur FA budget, which is BUILT INTO the budget projection. I should be able to use my International Amateur Free Agent Budget that I have allocated. The game will not let me.

I have screenshots to back this up, but apparently I am not allowed to post attachments on this for some reason.

You can go into commissioner mode and it will allow you to make the offer and, once accepted, will be taken out of your International amateur FA budget. However, you shouldn't have to go into commissioner mode for this.

Not sure if you guys will see this, but a similar problem is now happening with the Draft Budget. I have allocated 6.2M of draft budget space. I have offered $340,000 of draft contracts. My #1 draft pick is demanding 5M when the slot is 4.5M. I try to offer him the 5M, but my owner will not let me since I am above my draft budget. Which is not true. Can you guys fix this one?
