Mid-season budget change

I'm playing as the Dodgers on an online league, we're on the latest patch and everything is working as it should.
On June 26th, 2016 (game date) I had the following financials:

Then on July 3rd, 2016 all of a sudden I lost all my available money

I made no signings between those two dates, the money just banished while simming apparently. Any ideas on what just happened?

Note that the IAFA projected expenses went from budget to actual when the in-game date passed over the new July 2 IAFAs being announced. The $23M in IAFAs YTD expenses were from the initial batch of IAFAs that are in the 2016 MLB QS or standard game. For some reason, they are not counted in the projected expenses until the new batch of IAFAs are announced on July 2.
