Why I could not unlock some of the achievement

I tried a hit-for-a-cycle, a shutout game, a >30 runs scoring game, a >15 runs scoring inning, but none of them are granted as a achievement

Perhaps you technically aren't controlling the team. Are you in commissioner mode?

Yes I am a new learner to ootp and I play under commissioner mode. I have unlocked about 30 achievements and the most recent one is the last season. After my play finish 6 hits game, or hit-for-a-cycle, or even my team scored 39 runs in one game, I could not unlock the achievement.

Then under commissioner mode we cannot unlock those achievements?

Commissioner mode does not matter. You have to be playing out the game, and it has to be your team (ie. you can't just play out a game with a random team, you have to be the GM and/or Manager of it), and then you should get the achievements.

Yes, to get any of the in-game achievements, you need to actually play the game, not simply sim the day.
