Signing issues when changing scouting report.

So the issue is when I go to extend one of my players, he tells me what he wants. But if I go back without offering the contract and change the scouting from my head scout to the OSA scouting, and go to offer a contract again, I get the message that he doesn't want to return.

Here are some pictures in the order I stated above.

Also, even if I go back to the scouting director's report after I go to the OSA one, he will still not want to come back and its like that for good.

Now it just so happens that International Amateur free agency is happening during this time, so I decided to check on some of the players. Just look at the pictures for these too, they are in order like above.

I don't think this is a feature.
