Scouting not working in Roster View

I have scouting enabled - but only OSA available when looking at roster and reserves. I can choose scout to look at free agents and drafting. Why can't I use my scout when looking at my roster?

This is very frustrating,

Never mind - they came back...

Every time I saved and exit and go back - scouting gone!

Scouting is turned off and all scouts for all teams are 'gone'.

This is reproducible - just save games, leave game, go back in - no scouting.

Help!
