Player rating not matching up with scouting report

I'm 10 seasons into a league so I've learned to live with this problem, but when I get player development updates every month, the player ratings are different than what it says the scout rated them. For instance, in the development update, it will say this player's potential rating improved from 3.5-4 stars, but his potential might still be at 3.5 or something completely different when you click on the player, a rating different from both the head scout and OSA. Anyone know how to fix this?
