Too many Afghans being generated

I have a custom league set up that has player gen settings set so that players from all nations with at least 1 star baseball quality are generated, and then 2% random country generation. However, Afghanistan, with no-existent baseball quality, accounts for 2.22% of players. Anyone know why this is happening?

Double-check your settings. You might have Afghanistan set to 2% accidentally.

Nope, I don't. Also, Afghans are the only random ethnicity players being generated.
