Help reorganizing my rookie leagues

I have a fictional file I set up to be a copy of real life MLB, just with fictional players. Everything seems to be great, except for the rookie leagues. Somehow in the "tiers" of rookie ball, the DSL is above the GCL and AZL. The two most glaring issues are:

1. When an international guy is too old and automatically moved from the complex to organized ball, he's added to the GCL/AZL roster and not the DSL roster.
2. When a guy in the DSL is struggling, the game recommends he gets "demoted" to the GCL/AZL, so clearly the game does differentiate between the leagues.

Is there any way to fix this? I'm more worried about the 2nd point than the 1st point, though fixing both would be nice.

Edit: I'm already well into this league and if it's an impossible fix, I can deal with it no problem. Just figured there was some obvious way to fix it that I'm missing.

Edit2: After doing some googling trying to find an answer, I found nothing specific to my case but would slightly changing the PCMs for my rookie leagues be a fix? I'm tempted to try it but don't know how changing PCMs will affect things.

you do not have to listen to the game YOU can do what YOU want with YOUR team. You could go with the recomondation or do whatever you want with the players and Team. Simply be not afraid to trade for draft picks and or prospects.

I'm just worried about accuracy, specifically the AI being as realistic as possible when handling guys in the low minors.

are you making the moves or did you delegate to your staff ???

I handle the promotions/demotions myself but I should have been more specific, I meant the AI for the other 29 teams/organizations
