Troubleshooting a fresh installation

I recently got a new 2 in 1 for playing OOTP on.
I did a fresh install of OOTP 17 from Steam (I'm holding out 6 weeks for OOTP 19). It seems to install just fine and open just fine. I also installed Stardew Valley and it plays properly. However, once OOTP opens, anytime I click on anything or press any key that would change anything on the screen, it doesn't show up until I minimize + restore. I hope that makes sense.
Here's some specs for the new computer.
Processor: Intel® Atom™ x5-Z8550 Processor(2M Cache, Quad-Core, Up to 2.4 GHz)
OS: Windows 10
RAM: 4 GB LPDDR3
ROM: 64 GB
Let me know if any of you have experienced this issue and how you resolved it.
