League Expansion Disabled
I tried in Offseason and now again in Preseason.
Expand League is disabled even though I have tried having both disabled automatic evolution of the league and enabling that and disabling Auto Expansion. I can find no settings that let me Expand the League. Dat files in blw04.zip |

You can always expand the league manually by going to league settings > functions > expand league and schedule expansion draft (which is on the top left, a couple lines down under 'popular functions').
