League-wide shortage of money to spend - help?

I have a fictional league that I started in OOTP 17. I ported it through OOTP 18 and into OOTP 19 for the new version.

I have 20+ years of history played and I've never run into this problem before, but so far every offseason I play thus far in OOTP 19, the vast majority of teams have no money to spend on free agents, and those that do have MAYBE a couple million at most, or just a few hundred thousand.

So as a result I had been seeing a lot of free agents not able to sign with anyone, or signing for a lot lower than one would expect.

I've temporarily fixed this problem by going into commissioner mode and adding $20 million to each team's budget. However, this seems to be only a temporary fix, as while it does allow teams to spend that offseason, by next offseason their AI owner has presumably not kept up the budget increase and they are back down to no money to spend again.

It seems for whatever reason that budget increases for my teams have not kept up with rising salary costs.

Also curious is that the settings I have in the game have superstar quality player salary at $15 million, yet there are plenty of players making over $20 million, and the true stars of the league are near $30 million, which seems quite high to be double that of the "superstar" benchmark.

I'm wondering if there's a more permanent, league-wide thing I can do to help the league finances get back to a place where each team has regular money to spend in free agency?

If you want the owners to spend more money I would increase the market sizes of the teams as well as change "owner spending". If it's too low they are not gonna spend the money you want them to spend. I'm in the process of changing the market sizes of some of my smaller teams and setting the owners to be willing to spend more money to make the league more competitive because right now I have one team that is absolutely dominating and has payroll of about 4x the size of the smaller teams.

I'm not sure if market sizes are the issue. I've got a couple small market teams, but I do have many market sizes that are big, huge, enormous even, etc.

And owner spending I can check on, but it's not a matter that the owners have money and aren't spending it, it's a matter of the team budgets are too small compared to their payrolls, so they don't have any money to spend.

affect revenue.

2 ways

there's an option to remove owner's "will" from equation and budget will be purely about last year's revenue (or however it is calculated sans owner greed)

or

increase baselines for the various revenue streams...

if you want it equal for all - national media value (depending on settings this may not be a static value, but default it is).

if you want it scaled to market - local media baseline value

if you want it scaled to success of the team - attendance, ticket price and merchandise baselines.

the media stuff won't go into effect until all teams ahve renewed their contracts.. can let it happen over 1-3 years or go change them manually.. or type "1" into all contract lengths to let it reset the next year.

by hand - check accounting screen for change in projected media revenue after current contract ends (if "3" years left on media contract, will need to change to 1 or 2 to see it on that screen)

after any change you can reset the "estimated" revenues on that settings page. ignore everythign except "total revenue" average.. subtract ~30-35M and that will be the average amount of money teams will have to spend on payroll.


(edit: accounting, misspelled, got censored... see! accounting really is deplorable! changed "ac***nting" to not get censored, lol)

Yeah, the main way to get more money into the league is to increase the various revenue streams (league avg ticket price, attendance per game, media contracts, merchandising, etc...). Budgets are based on cash, so just raising budgets won't do much.

So how much adjusting do you do to media contracts? How often do you adjust? This seems like a scary slope heading toward getting financials FUBAR'd.
