All my minor league personnel now are inexperienced

I made a big investment in personnel by hiring everyone with a good reputation. Now, for some reason, my personnel have become inexperienced. What happened? Is this a bug?

Just wanted to mention that this is on our radar to be fixed.

fwiw, Matt gave me this explanation:

Basically it happens because we calculate reputation slightly differently based on how much in-game history vs fake experience, so there's some tipping points where they fall to inexperienced before being able to build up the reputation again.
