Offseason development

What's the best way to encourage development during the offseason? Does moving prospect to different minor league levels have an impact, when no games are being played?

What about for those players on the 40-man roster: should they all be promoted to the major league club during the offseason to encourage development?

As far as I know, no. What I have done is created a winter tournament for players with no MLB experience. Helps development in the off season.

not sure if it matters at all.. but i try to promot to "proper" mil level first day of offseason as well as checking any borderline guys every couple months.

i only do this for the ~5-20 players i care about at any given time in MiL.

if they are on 40-man, that's probably better than AAA, but it starts the proverbial clock. i only do this if i know for sure they are going to be on my 25-man roster for the upcomingn year. if they aren't starter or backup i won't do it. depth can stay in AAA and leave a spot open on 40-man so that their mlb service time doesn't start until an injury happens, if at all.

plying time helps in MiL, so a winter league or tourney is probably the only way to have any noticeably improve developement.

wear and tear is a real effect in ootp, too.. so, think twice with C and SP. maybe not great for a former 18year SP draftee/IAFA old with 5-7 pro years and a lot of mileage on their arm already.

One more thing. I increased the games for my rookie league ball. Both DSL's and GCL. If you look, their seasons are super short.

What the poster above me said is very true, it is extra mileage on everyone. However, careers may also start a smudge earlier. I'm starting to call guys up at 21-23/24 years old. Normally that'd be a tad young for me unless they're superstar-ish status.

Out of curiosity, how do you do this? I've hunted everywhere...

What clock does being on the 40-man roster start?

It starts their Options if they aren't going to be on the active roster. It doesn't really matter if this happens during the winter or at some point during the season though.
