Lack of AI trades

There is a distinct lack of AI trades, to the point where I feel it must be a bug.

I've reached 2021 on a standard MLB start, with AI trade frequency set to very high, and AI trades are very rare.

From the start of ST through May 9th, there was a total of one AI trade. A minor leaguer for a minor leaguer. That was all. Real life MLB this year had 17 trades over the same period.

Last trade deadline had zero trades. Over the last two seasons (possibly ever in this save), no AI trade has included more than 2 players in the same deal from any one team, two for two has been the maximum. I have also never seen the AI do a prospect for veteran type deal, no rebuilding team has ever traded away a free agent to be, and no contending team has ever strengthened by using the farm.

Trades are very rare, and always like for like, just trading pitcher for hitter, or infielder for outfielder. This is nothing like trading should be.

We've seen it reported a few times, so we'll definitely try to have a look. I think the main thing is we did changes to make the AI "smarter", so that probably explains a lot of it. We'll likely have to alter some things in the trade Ai for how they propose deals to each other to compensate in order to get the right number of trades back.
