How can we edit the play by play?
The manual still says to use halos17

Additionally, OOPTB community member halos17 has created a neat tool for Windows users, that has a slick graphical interface for editing OOTPB's text. You can download the program here. We highly recommend this program for Windows users. It has a slick interface that makes editing the XML file much easier than editing manually>>>

Searching the internet there is no tool.

That paragraph has been obsolete since about OOTP11. I was assured about a year ago that it would be removed from the manual. Obviously, it has not been.

The link was to the OOTP16 manual. Those lines are gone from more recent manuals.

So bottom line there is no good tool from modifying XML files.
After all these years, the sharing and creation of FANS just doesn't integrate well.
Instead we get cutesy animation that is cosmetic nonesense
