What happened to the in-game mods integration ?

I purchased this game during this past Steam Summer Sale, and then quickly refunded it due to the fact that OOTP19 no longer has the in-game mods integration that it had in previous versions. Can anyone please tell me what is going on with mods and OOTP19 ?
I do realize that there is a Steam Workshop for OOTP19, but that this point, there is next to no content in there. I refer to the rich mod database that exists in the community at large.

The AIO mods still works you just have to unzip it and move to the appropriate folders if you have steam.

I guess it is up to the modding community to make their mods steam based. OOTP would probably have to convert to fully steam in order for that to happen.

I much prefer it on Steam as all my other games are on steam and maybe 1 day steam clouds saves for OOTP.
