Can't continue because another team has an illegal number of players

I ran into a problem I've never seen before. I'm playing in Challenge Mode in 1973 with the Phillies. I can't continue past June 26th, as an error box pops up saying Oneonta has an illegal number of players on its active roster. That's a Yankees minor league team. The game won't let me do anything with their roster, I tried. How do I fix this so I can keep playing? I don't know if it's a bug or what. If I have to abandon the save, it's no big deal as it's the first season of a new save and I'm doing terribly so far.

But does anyone have any idea how to fix this so I can keep going?

I've seen this when there aren't enough players (25) on a roster. If you enable ghost players, that will fix it.

Or, it may be a bug.

You can fill the roster of any team with players. I'd tell you how to do it but we are on vacation in our back yard and deep into our second bottle of wine in the last hour so I have no way of doing that.

Not sure how all this works in Challenge Mode.

I actually do have ghost players turned on. However, while I was searching for the ghost players I came across one that said "Run computer manager on all teams" and clicked that. That fixed the problem.

So now I get to fight to not be in last place some more. And my owner is expecting me to make the playoffs this year. The team is at a .521 win ratio and that's last place. Wonderful. I see a firing in my future.

And it's happening again, this time with a minor league team for the Twins. What I did last time isn't working, I don't see any way to continue playing this save. This is some kind of a known bug with Challenge Mode? I have about 50 hours in OOTP 19 and never had this happen until I tried Challenge Mode.

I'd imagine you're thinking of the "Fill teams with fictional players" button on League Settings? I tried that and it didn't do anything.

Did you choose the corresponding leagues those MiL teams are in from the drop down box first, before clicking "Fill w/ fictional players"?

I think that may have been my problem. I was leaving it set to MLB. I think I got it working now! Thanks!
