Turning scouting on and off?

I am playing challenge mode and though I have coaching turned off I got a message saying my scouting coach's contract was expiring. He wasn't interested in resigning so at the end of the season I tried to hire a new one but when I go to personnel it says coaching is turned off. I must have changed from allowing coaching to not allowing it mid season.

Without a scouting coach is my scouting budget wasted? I don't want to manage other coaches now so can I turn on coaching and hire just a scouting coach?

EDIT: I just turned coaching on long enough to hire a scout and then turned off coaching again. Now I can use the Head Scout button to get the scouts appraisal of the player. But with coaching turned off is it accurate? If coaching is turned off what happens to my scouting budget?

You don't have a "Scouting coach" - you have a Scout, and you have coaches.

Scouting and Coaching are two different options in OOTP.

You can disable or enable either 1 or both.
