"Could not connect"

I am connected to the internet and am trying to log in and/or register so that I can play perfect team. I bought the game and play it through the Steam library.

Whenever I try to log in, I get the "could not connect" message, that I should exit the game and restart (have done so), that I should check my internet connection (I am connected). Help?

Try adding an exception for OOTP in your virus scanner and / or firewall.

Already had an exception in the firewall and added one in Windows Defender. No change.

Is this a Steam issue?

No, others do not seem to have that problem, something on your computer seems to be interfering.

Let me raise an old thread. Could this be a port issue? Does OOTP use ports other than Port 80 to connect to its servers?

I have been traveling a lot lately and find that some hotspots let me connect and others do not.
