I am in an online league with an IAFA hard cap at $6m. Is there any logic as to why an IAFA will choose a certain team over another when both teams offer $6m?

First to offer gets it I think. So if someone else offers cap before you you’re out of luck. If I see a really good player I want I just bid cap. Trying to get more than one player introduces an element of risk for that very reason.
