Where's the $59.99 price?!?!?!?

When I click on the special offer to save $40 and get 175000 points for $59.99, Steam bills me $99.99 just like before.

I was hoping it was a mistake, so I let the $99.99 move from my bank into Steam, but then it still said that the 175000 points would cost the entire $99.99 if I approved the purchase, so I DID NOT and canceled the purchase.

What's up with that?

Is this a discount that only applies to non-Steam users?

The offer expired on December 3rd. I have steam as well and the special offer doesn't appear on the 'buy perfect points' screen, for what it's worth.
