Bug on foreign players rule or my mistake?

I started playing *** and I modified the foreign players rule to emulate the real one.
In real ***, you can have 4 foreign players (non-Japanese) at maximum, and foreign pitchers and foreign batters must be 3 or less. So when you have 3 foreign pitchers, 1 foreign batter is allowed.
So, I set as follows.

And now I see one of *** teams has 7 foreign players total!

Did I make a mistake or bug? Can somebody help?

Yeh, looks like it counts the foreign player total limit, pitcher limit & hitter limit all as different, letting you get to the max of each limit?

also players with Japan as 2nd Nationality do not count as foreign players.
