Tournament Question

I want to setup a game with several different leagues and then have a tournament between the league winners.

When i try to set it up all i get is teams for the world baseball classic.

Is there way to pick teams?

when you first set up the tournament there should be a drop down box where it has world baseball classic and once it drops down you should be able to pick what leagues you want to be eligible for the tournament.
it took me forever to figure out how to get all the leagues in the same world.
